So my director mentioned that fire code says we can only have 30 percent of our walls covered in flammable materials. So is stuff thats laminated considered flammable?

Yes. The coating produces black, toxic smoke. The paper actually burns cleaner. Toxic smoke is every bit as dangerous as heat.
